Wow nice vehicle, I owned a 1994 and a 1998. loved both of them.
Sorry to hear of your dilemma. It is more than an inconvenience to have locks that don't work, it is a safety issue as well.
Look for the owners manual, it will tell you where the fuses are located. Once you find the right one you can just pull it out and insert a new one. Hopefully that will fix it. If not, there might be some relays under the hood in a black plastic box. Flip the lid up and inside there are little markings that tell what each relay is for. You can swith relays to learn if that fixes the locks. If so, you need a new relay.
OOPS you didn't mention if it was the handheld locker that doesn't work or if it is the inside one on the door panel. The Key thing that locks doors is simple it needs a little battery.
What I told you first applied if you can't lock the doors with the switch on the door.

It could be something easy, or complex. Assuming they don't work at all (no clicking, no noise whatsoever), I'd say the most likely culprit is a blown fuse that controls the locks. Check your owner's manual for the location of the proper fuse in the block, check it to see if it is blown, and replace it with the same size and amp rating fuse. Or, if you don't feel comfortable doing this yourself, go to your local Auto Zone or Advance auto parts, or some similar place, tell them you think the fuse is blown, and they'll come out and check the fuse panel for you, and sell you a new fuse.
If it's not the fuse, a visit to the dealer will be necessary...it could be a bad control switch, broken or bad wires, etc.

I hate to ask the obvious... do the locks work with the control on the drivers door and not with the remote? If so, you need to replace the batteries in the remote. If it is the door switch, check the fuse. (located in the kick panel passengers' side.) Lastly, check the relay in the relay box under the hood.(top of the wheel well passengers side.) If all are correct/working, yet the locks still won't function, call for exorcist.

Sounds like a wiring problem.
Check the fuse and the breaker for the power locks first. If those look good, take it to a mechanic.

Well, you could get out your test light and check the fuse, if it's good start checking various points. Does power get to the switch, does power get through the switch.
Or you could take it in and not have the headaches.

wel if it blows fuse you dont have project about pulling it yet maximum are in fuse field an d pulling the fuse might want to lose something else why no longer fix the fast in wiring when you consider that regardless of fuse pull wil stil have a short

It is the actuator & you need to take it to a shop to get it fixed. My drivers door is the only one that went on my Ford...annoying at best...
