It actually has to do with the capaciters in the back. Once power is removed, the capacitors have to release the stored energy. Once the TV is off, the capacitors are grounded and when they release the stored energy, they make a "popping" or "crackling" sound.

The picture tube acts as a large capacitor, and holds quite a bit of electrical charge. Some of it discharges when turning off, but no upset at all if it holds it for a while. So, you will hear some static charge type popping, even several hours after turning it off.
It turns out that, with many TVs (especially older ones), you actually could kill yourself if you ground the tube through your hands. Also, you should never open a TV and attempt to work on it yourself if you do not understand what is going on with this, because it is very, VERY dangerous!

If it's continuing to make a popping sound like an hour after you turn it off then I'd get a new one or get it repaired. If it's right after you turn it off (no longer than 5-10 mins.) then it's probably just cooling down.
