they are trying to dig a hole.
Cats do it to cover their scat, but dogs don't care so it couldn't be that...

Seems to be when they're trying to create a cushy/comfortable place to lay down on.
Our dog will create a pillow area out of the side of one of rugs. But when he's in the room with wall-to-wall carpeting, we find scratch marks on the carpet. He started this only after we threw away the bed for him that we kept in that room.
So with our dog, it's a way for him to create a pillow/bed.
Our previous dog would get up on furniture and scratch at surrounding pillows to push them together so she could elevate her head.

One of the primal instincts in many mammals, both dogs and cats do it...is to create a 'bed' to lay in. Since they're house-bound, this means that they're 'scratching' at bare hardwood floors and carpeting that never fluffs-up! Result in our view, scratched-up floors and pulled-out threads from this instinctual behavior. Sorry, there's no cure...:(

I think they are trying to bury something. Mine scratches the carpet and places a bone there, as if she is burying it!
She also scratches the floor if she is about to be sick, probably for the same reason...

I was told by my vet that they do that because they may have something in their paw, like between their toes.
