Seal round the door using adhesive draft excluder tape. This falls off after about a year so it should not cause problems with the fabric of the place. The best overall cure is to hang a heavy duty curtain in front of the door, but that involves finding a way of fixing it. If it's in a fairly narrow hallway, you can get a telescopic pole, but if it opens directly into a room, you might need to use Blu Tac.

If the paint is latex, GOOF-OFF will remove it. This can be purchased at Home Depot.

If the paint is oil base, ordinary paint thinner will work well.

Nitromors paint stripper will take just about ANY paint off ANY surface.
You can buy it lots of places.

as a painting contractor here is what i use...if the paint is latex get it off the door with some denatured alcohol. if the lock is metal use laquer thinner to get the paint off it

Paint stripper brush it on and leave it till it bubbles,then wipe it off, and if neccessary re-apply, thengive it a good wash with warm soapy water
