I have done a quick study, and have found no one verse that says that our children belong to God. I have found verses indicating that parents dedicated their children to God. I have found verses stating that children are gifts from God. That God cares for children. But have not found any that indicated that our children are ours only temporarily.
As I have said, this was a quick look. There may indeed be such a verse. If you are interested in chapter and verse of the verses above. I would suggest looking in Strong's Exhaustive Concordance.

Children are God's gift.
Check out Gen 18:19; Deut. 6:7; 11:19.
The parents stand with their children as God does to the parent.

The scripture that comes to my mind concerning little children is this: Forbid not little children to come unto me for as such is the Kingdom of Heaven..They are God's in the sense that they are not accountable for any sin until the age of accountability, therefore, should one die they automatically go to Heaven...The age of accountability is probably different in every child...I think the law says a child at the age of 7 years old is accountable for their actions...
