They're trying to say that they like how you look - that has nothing to do with who's dating who.
Whether or not they (or you) act on it is what separates the men from the boys.

when a guy is staring at you and they have a gf it means that they want to get into your pants too. there is always the desire for a man to have a tryst with as many women as posible. it is a desire that is very hard to ignore most of the time. Or he may just want to say hi and isnt sure if it would be ok to talk to you. which dates back to grade school times when boys first learned that girl germs are ok.
