is it wise to buy used service vehicles like police issue p71 cars

There are pluses and minuses.
On the plus side, you can be assured the cars have been well maintained. A visit to a police garage will show you that all services are performed and any repairs written up by the operator are dealt with.
On the minus side you generally have a high mileage vehicle, that has been used by a number of different drivers and for things that no civilian vehicle would ever be subjected to. Add the fact that we are usually talking about large 4 door vehicles with big gas guzzling engines.
But if that is what floats your boat.......

They may have had good maint. but they have been beat to sh*t. Unless it was a supervisor vehicle. I would pass.

they have been use, abused and lord know what else! no way. Shop somewhere else. And Good Luck Dude.

no, not really. high mileage and they all are pushed to the max, also no warranty
