a river is flowing water, a valley is a low spot between mountains or really big hills. Its also dry land. however rivers can run through valleys.

The differences are:
Valley= solid, River= liquid
Valley= permanently, River= may not be permanent
Valley= lower (being the lowest point between 2 peaks), River= has its origins from mountain peaks.
Valley= localised in an area, River= meanders all over
Valley= may have rivers through it, River= can't have valleys in it.

Valleys are low areas between mountains, they aren't necessarily rivers.

a river is a good thing to put in a valley---made of water

Seriously, it's rather *ahem, obvious. Valleys are places that occur BETWEEN two higher levelled grounds. The contours tells it all. Rivers are just more vague.
