Cheapest time and emptiest time in NYC is always after New Years when everyone leaves after the big holiday season. Seriously, around late January, all of February and March. You'll find GREAT hotel and air deals, and tons of Broadway plays and television show tickets will not be sold out. It will be less crowded on the streets and at major tourist places in general. But then again, the weather kind of sucks. There are SO many indoors things to do here though, like museums, shows, shopping, dining, that it shouldn't be a problem though.
I think the BEST time to come though, when it is still not so crowded is probably around Halloween, and you can catch the crazy parade in the village. Also the weather is more moderate. I'm not sure about deals around then, but it's not crowded at all.

Unfortunately, in terms of hotel pricing, there is no off season for NY (it's a lot like London that way). I would say the best time to find cheap air fares from the UK to NY would probably be early November or in January after New Year's.

there really is no offseason and cheap time to visit NYC. Best time is after the Christmas rush and all the decorations are taken down. Late January/Early February is probably time when the crowds are low. but it can be really cold so there's not much site seeing you can do.

I would say its probably gonna be pretty cheap shortly after the terrorist scare. Might not be too many choosing to take their holidays via that route? just a guess.
