Judging by your explanation, the expression you're referring to is "hardened criminal". That being said, I simply do not buy the argument. While I don't believe people should be tossed into a debtors' prison for stealing a loaf of bread coz their family was starving to death, I also believe there are those who are so utterly incorrigible, so thoroughly irredeemable, so completely evil that at the very least they should never ever see the light of day again. There are those for whom even execution is too good, people like Jeffrey Dahmer, John Wayne Gacey, etc etc etc

oh get over yourself. Change? for how long? and then what. Criminals did the crime... do the time. You won't know if they have changed until they are living in the real world again. Make sure you want to be there with them when they are out. They are called "cons" for a reason...
