Yes, anyone can be evil without doing evil actions. Think of all the nasty things you have ever thought about somebody. At times we let our emotions get the best of us and think things we wouldn't ever repeat out loud. Those are evil thoughts, and that is us being evil without doing evil.
I think "doing evil" really means "committing evil". When you think bad thoughts you are committing evil although it isn't an action, you are still committing it.
The only way to not do evil is to do good. By good I mean do good in every aspect of your life. Be good to others, commit GOOD actions, do not be led by others around you. Only be led by who you know is truthfully good.

your actions determine what you are. since thinking is a action(just not a visible one ) and if evil doesnt do evil, then there will be no evil.
