first you'll be needing cables, hardwares and softwares (all depending on your camcorder and computer capability)

here's how
for digital cams, firewire cable is best to use to connect it to the computer (a fast computer that is) through it's firewire port (buy one if you dont the this). open capturing or editing software (like WMmaker, pinnacle, roxio, nero, etc...if you dont have it, downloads are free from the net). start capturing the footage by following the software guided steps and save(optional, since it's autosaved into the hdd). open burning software, add the saved file, choose vcd format compression, and hit burn.

Note:
- some burning software have the capability to capture (like nero) and then burn using the same software, therefore, some of my steps are interchanged and some are omitted. really depends on what kind of approach you wanted.

for analog devices, you'll be needing another type of capture card.

glad to be of help
