Purely for constructional stability they should reach from the hips all the way down to the ground. You didn't ask, but two, a right and a left one, are the standard nowadays. Be carefull that the ones you get have knees in the middle, but that they are so installed that the bottom half of the leg can only swing backwards. Ideally, knees should not knock together.
In the female, knees can also be used for birthcontrol. Holding an aspirin tight between the knees usually prevents pregnancy.
At the bottom of th legs usually feet are provided, but since they often smell funny people tend to hide them in shoes.

A person's legs should be long enough to keep that person's privates from getting wet from the dew and dirty from dragging in the sand.
Nobody likes sand in their crack.
