My pastor defines it as "being set apart from sin and dedicated to good works." It is more than just not doing the "bad things". It is be changed to where you desire to do the "good things". It comes in two steps. Instantly when you give your life to Christ and your heart is reborn so the desires change. So anyone who comes to Christ is "holy". But also progressively, in that each day we learn how to work more in that "newness", becaming more and more what God already sees us as being.

For me, it is crystal clear. It is the state of being, experienced by those, who have entered into the Realm of the Spirit. We are born of the flesh, and by nature do things which are more like animals, than angels. Holiness, is that life, which is guided by Eternal, Spiritual principles. We often falsely assume, that holiness, is some kind of boring, dull, and funless existence. I can assure you, such is not the case. Since I have allowed the Spirit of God into my heart, I have never enjoyed my life so much. I mean, compared to the life of debauchery I lived for so many years. We foolishly think that getting our fill of pleasure, will somehow make us happier, and in the end, it robs us of our peace and joy. The Holy Life, is a very good life, filled with true love, and the best of intentions for all mankind. You have no enemies, because you love all people, just as God does. You fear nothing, because God watches over those who possess His Spirit. You never worry about having what you need, because He has promised that He knows your needs before you do, and delights in providing for His children. The pleasures of the flesh, that we once defiled ourselves with, become distasteful, and we avoid them. Far from being bored, or unhappy, we know joy without end. God, has invited every human who has ever lived, to receive His Spirit, and enter into a life that has no ending. Sadly, very few of us, have the eyes to see what we are throwing away.

The word "holy" means separate/apart. God chose His people to remain separate and apart from others. His people were chosen for special obligations to Him not for special rewards. They were allowed to continue sacrificing oil, grain, little critters, etc., but never a human. Other peoples sacrificed humans, but human sacrifices were forbidden to His Holy people. Others could eat any living creatures, but God's people must use self-restraint and were forbidden to eat many foods. They were allowed to kill their food, but only in a special manner in order to cause as little suffering as possible. And the list goes on, and on, and on.
God's Holy people will live a life of self-restraint and moderation!

Holiness is pure perfection which is found ONLY in God. He imparts his holiness to his children through his spirit. One is never holy in a worldly sense.
