If you're talking about a state flag (ex.: Texas), sure.
In that case, it can stand alone, or it can be raised along with the American flag. The only rule is that the American flag must be above the Texas flag.

If you're talking about a different country (ex.: Mexico), then it's tricky.
A Mexican flag by itself means that you're on Mexican territory (which includes the grounds of the Mexican embassy).

An American flag above a Mexican flag is a sign of conquest. (Not something to be displayed in public)

Yes. On American soil the American flag should be raised first then the other flag can be raised next.

Actually Jeff , Texas is the only state that can fly its flag at the same heighth as the American flag
