Explain the Scientific way of it...Like its just an excess of blood flow to a certain area of your body..the more technical you get the more he wont understand. Then someday he will finally realize what it really means.

Be honest to the kid seriously only in his language... Stunned a 3 year old would get a stiffie..
Expalin thats its not evil or dirty but more a grown up thing.
Explain why boys and girls are different and touch lightly on most aspects ie kissing, that some may turn out gay...
You dont need heavy explict detail yet but honestly explain.
Seen many kids how had the talk and fine... they just understand people better ... they dont want to do anything and treat it like oh so thats how cars move, how windmill works.
They dont see sex as immoral but the same as where kittens come from and why things are the way they are...
Its best to teach sex that way before relgion and embarasment etc sets in...

It is absoloutly normal and he will continue to play with it the more the tell him not to. Next time he asks just let him know it is normal and that it happens because his willy thinks it tickles when he plays with it and that it will go away when it is ready to. Some times it happens because he needs to go peepees it happened to both my sons quite often i just left them to it and they soon stopped as it becomes boreing to them they are just discovering there bodies. You don't need to go into graet detail about it at this age because they wont understand or they will forget and ask you exactly the same question in 5 yrs time. Even your GP will tell you that it is natural for a child to do this. Try not to stress about it.

With my son I used the real words for things. Don't recall this question coming up (no, not joking) but I'd have said it's a normal thing that happens to boys' and mens' penises, but it's his private area and not for showing people other than you, the doctor and any specific caregivers.
You might want to mention he should keep it pointed towards the toilet while he's urinating, even while sitting.
Back to the topic of privacy, there's a good book called "It's OK to Say No" that has info for parents and stories to read to the children.

I've got 3 boys and they have all had this. I just tell them it happens sometimes in a offhand kind of way. They forget it in about 30 seconds and move on to the next thing.
I think at that age that's the best bet , sound disinterested and they'll lose interest.

Just tell him it's something that happens sometimes, you don't have to explain it to him. This reminds me of when my son was 4 and was just learning to read. We were at the swimming pool in the ladies changing rooms and they had just installed a condom machine. The room was full of mums and children and he asked me what a condom was? My son is 21 months and he is already curious. Just say that it is something that happens naturally, and that sometimes it happens when he has to pee, and sometimes when it gets touched a lot.
Don't mention the situations in which it's acceptable to experiment unless he's been playing with himself in the grocery store. You'll just push him into previously uncontemplated territory.
