Tell him anyways. I was in this situation once and although he declined, he told me that he had also loved me at one time and he was glad to know that I cared for him so deeply. So tell him, you never know what might happen!

If you love him then why can,t you tell him if he loves you or some one else it will be clear to you . If he loves you then nice for you otherwise you can impress him and can try later on with some other reasoan.
