Yes, if the other person has an open wound on their finger you can get pretty much anything and everything they have. You can even get it from dirty toilets seats and if the person touched something that had the germ and didn't wash their hands. Risky stuff.

yes, best way to do it is use a "finger cot" which is like a condom for the finger.
If he has gonorehhea, and you rub your eye with your finger you can get gonorehhea of the eye.
or if he has hiv, and you put your finger in your nose, it can go straight to the blood stream.

Yes, you can get all sorts of deceases by having sex or fore playing... at least your fingers can. So be sure you wash up before and after use.
