Here's a list of my reccomendation :
1. Holland Village
2. Esplanade
3. Fullerton (Clifford Pier)
4. Boat Quay
5. Clarke Quay
Fullerton is the only place without loud music.
Boat Quay and Clarke Quay if you prefer loud music.
Make sure you're with your great 'kakis' cos no chilling is great without great companions.
If you want you may want to join me chilling every saturday.. . .hehehe

If your of the 21 & up age group; a good lounge or bar would be cool, a friends house, girlfriend / boyfriend's home ( there's a good one..), or hang with friends at a social gathering. if your in the younger crowed, try the mall, friends house, a teen nightclub, or invite friends over to your place to chillout.
