Dog is traditionally eaten in many countries. Usually they are raised and prepared specially for the butcher. They are not usually given meat. They eat rice, other carbohydrate food and herbs to keep them clean.
Dogs are also kept as work animals and pets. It's no different if you have a pot bellied pig or a rabbit as a pet; you wouldn't eat it, but you might eat pork or rabbit stew.
The main peoples who traditionally eat dog are Indigenous Americans, from both North and South, Inuit, many nations of the Far East. They used to eat it in Suriname I think it is eaten less now, maybe they have more choice, or maybe they believe less in the perceived positive effects of eating dog. (ie keeping you warm in cold weather and aphrodisiac properties.)
Once I went away and asked a neighbor to look after my rabbit and when I came back they had eaten it.
In some countries people eat horse, the English don't eat horse, though. The Russians think that it is disgusting to eat mussels, but the Germans love them. I had whale once. I thought it was very nice. I've also eaten manatee, and agouti. I would try most animals, but I wouldn't eat monkey, and I think cat etc would be rather unpleasant. We all have our food fads and peculiarities.

I know some Chinese people and some Taiwanese would eat meat of black dogs for stamina during cold winter, the Thai people only in the province of Sakolnakorn eat dog but I am not sure if there is any particular purpose, and in Vietnam there are dog meat stalls selling dog meat and by products of dog meat!
My son and his dad tasted grilled dog meat while travelling in South Korea.

The ones I know are Korea, China, Vietnam and Indonesia (by the Menadonese on Sulawesi Island and the Batak people on Sumatra Island).

Not all Asian country will eat dogs. People from Malaysia and Indonesia considered dog haram so they will not touch it, much less, eat it.

i know for sure korea and china. when korea co-hosted the world cup in 2002, the government banned using dog meat in food so it wouldn't scare away tourists.
