There's tons of places that sell goats in Stanislaus County, which is on the other side of "the hill" from the Bay Area, across the Alameda Pass. If you get off I-5 at Patterson, CA, and drive toward Turlock on Las Palmas/West Main Street, there's at least one handpainted sign that advertises goats for sale in Spanish (se vende cabras) and possibly bilingually, I cannot remember if it's in both languages. You may be able to find more specific info online. Look around Modesto. I think plenty of places in Merced County also sell goats - you cross the hill at the more southerly Pacheco Pass get to Merced County. You might well be able to find goats closer to you (like, I bet someone sells goats near San Jose and it would surprise me if nobody in San Francisco does). If you can't find info online, I would go to an ethnic market that serves a population from a culture where goat is a popular dish, and just ask the store owner, workers and customers.

You might check up towards Petaluma. Lots of farms, goats, chickens, etc.
