Ferrero Rocher are made by Ferrero SpA, an Italian company started by Piertro Ferrero in 1946. The company is still owned by the Ferrero family. This company also makes the Nutella, Kinder and tic-tac brands.
Ferrero SpA is a company in it's own right, it is not owned by any larger company such as Cadbury-Schweppes or Nestle if this is what you are implying.

Ferrero SpA is an Italian manufacturer of chocolate and other confectionery products, founded by confectioner Pietro Ferrero in 1946 and based in Alba. The company has now more than 16,000 employees and is still owned by the Ferrero family.
In 1946 Pietro Ferrero invented a cream of hazelnuts and cocoa, meant to be spread on bread, and called it Pasta Gianduja. The product had a great success and therefore Ferrero created the new company to produce and market it.
