I think that everybody that use slang, anywhere, is blemishing the language. English is not my natural language and so it is hard to me understand slang, spoken or written. To use slang is to put dust in your own plate. If the language is our own language, then you are dusting yourself.

Your question is worded in such a way that it's not really clear what you mean.

I can think of 2 possibilities, so I'll answer both as best I can.

1. How do you feel when someone from a European country that is NOT the UK speaks English using slang?
A. I assume they've spent time in an English speaking country, and learnt slang terms while they were there! I don't 'feel' anything in particular, unless they're using slang to insult me or a friend...!

2. How do you feel when someone from America / Australia / Britain speaks poor English that's so bad they sound like a foreigner even though they're not one?
A. I think they're either brain damaged - which is a completely valid reason for bad speech, or they're morons - and they think it's 'clever' or 'hard' to act like a total prat!

Where are you from? Slang could be described as street-talk. I think you mean broken-English - as if English was a foreign language.
HELLO! The UK is part of Europe, geographically. As for the government, they've already become the 51st State of the USA - or whatever - can^t be bothered counting

They should be put into jail and the key thrown away, pretending to be foreign. Fortunately, I'm from England so I can talk slang and stay out of jail. Plus, I'm not foreign like you Johnny foreigners who don't come from England.

You won't find me using that foreign Europe slang though.

Anyway, it's nearly dejeuner time, must vamoose, ciao for now.

I think they are copy-cats.
They are trying to be what they are not.
It simply means they don't respect their origin and themselves
