Even if it's a joke, for a person who is reading it, and English is not their first language the interpritation of this humour can be taken the wrong way. This is not just for the English i ask this, it's for all Races. Think about it.

You are forgeting that white british males and white American males are fair game. we are the only people you can say anything you like about and not be chastized by a load of lesbians.

Making jokes about the English, may offend some English people (terrorists or otherwise), depends mainly on the joke.
As a general rule, the English making jokes about the English is fine - others making jokes about the English, depends on the context, and the same for the English making jokes about other nations.

I suspect that people who hate don't actually need a reason for their hatred, just as alcoholics don't need a reason to drink. So the jokes have no real effect one way or another, at least not so far as terrorism is concerned.
