Why is it that girls think just as a guy notices their boobs, think them hot they dont want to know the rest?
Its like the dumb see girls as pork chops/pieces of meat thing...
Look guys notice parts like boobs first as obvious.
He can't notice who you are as you are not holding a placard showing all your interests and qualifications
So guys notice body first.
Also both guys and girls may have a degree, but in terms of a date or girlfriend guys (likewise girls other way around) should notice physical differences first so its not a fottie, drinking benda with action movie like with the lads he wants to take her on...
More likely cinema with kisses and feel ups (both ways) as feamle whilst if he did that with makle mates they would condsider him gay.
Likewise if girls did not want guys to notice they were different to girls then why go to the effort of looking pretty, or wearing skinpy boob drawing attention to tops etc...
Why not dress exactly like a guy?

Likewise guys don't understand you...
If girls called out woo woo man you are hott, nice butt, get your bum out for the girls, nice muscells, wow nice trouser tent...
it would make our day and we would love it... Plus it would be funny for a girl to be talking to our willy and being told oi look up,
It would mean it easier to get dates, kisses, love affection and girlfriends...
Unfortunetely unlike girls guys are not psykic so cannot know who you are without asking you, and don't notice you as female unless their is some form of attraction or its fellow bloke...
So why are girls like this?

Yes beautiful boobs, horney hips and then a languid lusting look at their trim tasteful tummy!
Blokes are superficial, of course we're going to check them up and down, it comes down to the primate instinct- primary purpose is to find a mate:
The breast are so that they can feed the new born.
The hips so that they can carry the child.
The final look is the subconcious assesment of, yes she could be my mate.
It's not like I made this up as an excuse, but eons of ages have preceeded me it in stating that this is nature. Besides I've known girls to be just as loud and quite laddette, that even a confident bloke like me sometimes thinks taking on a group of roudy lasses might be too much a of a handful (no metaphorical pun intended, but it works good for me).
To the last point, I agree to an extent, some fashion will encourage that which some girls complain about. Just as amusing (condercending of me slightly) is girls that want the attention but do the opposite.
With all these mixed messages how can an average bloke -who can only cope with one thing at a time (irony)- deal with the "look at this" image and "don't stare" statements.
For a bit of good news though: the older women get, more often than not, they know what to wear to provoke their desired reaction. You see I'm a femanist realy!

Girls like guys who can spell...
You might want to try looking at all of the examples available to you in society of men who don't look at girls any further than their body. With an overwhelming majority of men being like that, what would you expect their reaction to be? I find it much better to be courteous to people, and not do something that may be insulting, do you think you can restrain yourself in the same way? I assure you, it is not difficult.
I do agree with you on your point about girls trying to be physically attractive and then being so surprised that some people are just not going to care about their feelings and will go ahead and bother them about it...

i walk around looking lovely with my boobies hanging out, and i love the attention! its not cos im a slapper its just feels good! also, (especially if ive had a drink) i will tell a bloke if he looks good. the only time i dont like getting gawped @ is by a 60 yr old man asleep in his pint trying to touch me....ergh!

some women make me laugh.... they walk about looking gorgeous with lovely boobies hanging out.. and wonder why men look at them... and give dirty looks back....what do they expect???
