Due to the fact that the lunar calender is more 'off' then the solar one, every so often they need to add in a leap month (instead of just a leap day). This year the leap month happens to fall on the seventh lunar month, which is the ghost month. Therefore there are two of them. Whenever there is a leap month, they add a second month to one of the months. They do this to keep the new year around the same time every year, and have been doing it for many many years.
