Actually there are 73 books in the Bible, not 66. Sorry but even the original 1611 King James had them all and later some Protestants removed what they didn't like.
Jesus Christ himself gave the Apostles authority to decide important Christian issues. He told them before he ascended, when He breathed on them (imparting the Holy Spirit...Holy Spirit in the original languages meant "breath of God") and told them what sins YOU forgive, are forgiven and what sins YOU retain will be retained.
Through this special anointing from Jesus to the original 12 evolved Apostolic Succession. When the Apostles anointed new disciples and their successors the Catholic (universal) Church also evolved. The Church's teaching authority today, the Magesterium comes directly from this.
Also the Church Councils down through history are directly linked to Apostolic Succession. It was in these councils where it was determined what books and letters were Inspired by God when they were written. Again, by the authority given through Apostolic Succession rendered directly from Jesus Christ through the original 12 Apostles.
We can Thank the Catholic Church for the Holy Bible we have today. Even, much to their dislike, the Protestant denominations have a Holy Christian Bible thanks to the Catholics. All they did was cut some of what they didn't like out of it.

Endorsement by those in power at the time who believed that the book, when edited to suit their needs, could control the mass populace in a manner consistent with a dictatorship.
By threatening an eternity of painful damnation unless people stick to the rules in the book, the most powerful businessmen of the era (the clergy, of course) could assure their power and funding for hundreds of years to come.
