Every component that I need in the frequency counter project I found in the net is available in the market (I live in Manila, Philippines) except for
the decade counter with 7-segment output 4026. I want to replace it with another that is available here. What should I do? What should I consider in choosing the replacement (parameters, stuff, Vdd)?

Can you order from www.digikey.com ? There are other decade counters, just do a search and compare the specs with the 4026. Things to look at are the supply voltage, and amount of current it can sink (for turning on the LED's).
