If you're talking about purifying drinking water, reverse osmosis takes all those things out. No need to 'electrify' the water. It's been around for many years. Virtually all purified water comes from reverse osmosis machines. They're used on ships and small ones are available for your house for under $200.00

Water is not a conductor of electricity.To make water a conductor you must add salt and then salty water is not potable.
