Some products like cookies have milk and/or eggs, so why don't these products require refrigeration?

For several reasons.

First, when you cook the product containing milk or eggs you denature the proteins and cause a substantial amount of the water to evaporate. The resulting product is therefore less hospitable to microorganisms. When the product is NOT dry, like a custard, then it can spoil as easily as the raw milk and eggs.

Second, the process of cooking usually produces an exterior which dry and difficult for microorganisms to penetrate.

Third, microorganisms and enzymes usually present in milk and eggs are destroyed by the heat of cooking.

Fourth, salt and/or sugar contained in most cooked products serve as a preservative.

Because they use milk byproducts and egg substitutes
so therefore need no refrigeration....they are already cooked

when you bake the bread you change the milk and egg so they don't go bad

already cooked and even factory made ones last longer because they contain preserve
