In your browser, goto Tools -> Internet Options. Click on Advanced. Under Multi-media you will find some options. Select (enable) the required ones.

I don't know the answer, but I have the exact same problem. I use to think it had something to do with going to the website of a TV station. I know it does not make any since, but it appeared to be the case. Now it is happening else where. One moment you can load a page, and the next you can no longer load HTML pages, but you can load .ASP or .JSP pages. I have tried refreshing the DNS settings, on and on and on. But nothing works except the reboot. System is XP runing IE 7.

All web pages use HTML in some form. If you are able to view some web pages it means the problem is elsewhere. It's difficult to answer your question without knowing what operating system and browser you're using.
