I have a friend whom is a handyman for a living. He wants to upgrade to "contractor". Was told that his vehicle would need more insurance. Which in Philly, would be thousands extra. He would like to purchase contractor's insurance, but does not want to pay more for his vehicle. Any suggestions?

If he's an individual, and isn't going to be using the truck in business (ie, he's using it to get to and from the job site, NOT hauling for a fee), he does NOT need business insurance on the truck, legally.

I'm not sure what the difference between a handyman and a contractor is, but that doesn't change my answer. If the insurance company believes the trunk is being used for business purposes the will insist on a business policy. A business policy costs more because the risk of loss is greater for a vehicle used in a business. If you don't have a business policy and the vehicle is damaged at a job, the insurance company my claim the loss is not covered.

Tell your friend not to cut corners on insurance. He needs to speak with an insurance agent in his area and most likely will have to carry a commercial policy on the truck depending on your state's laws.

If he doesn't insure himself properly and his insurance company finds out, they would likely drop all coverage and would be within their rights not to pay a claim.
