obviously she is not too young to have it, because it is a natural part of growing up not something you choose to do. It may be that she is the 1st in your group or your class, but so what? someone has to be 1st. And whoever is last will eventually be stressing just as much. Tell your friend to do what she needs to to deal with it (pack tampons etc) and not to worry about it. All of you girls will be experiencing the same thing soon enough.
I am 16 and mine started when I was 13. My friend started when she was 9 and another friend only started at 15. It will happen for all of you, but the timing varies a lot. Nothing wrong with that. That's just the way it is

Usually when girls start their period have two choices. One choice is to attempt to hide it. That is too hard to do. What many girls do is brag about it and let others know that she is a young woman and more mature than the others.

You should tell her that some girls start very early and others start very late and it doesn't matter either way. I don't know why she thinks anyone is going to "find out", but it is a private thing and she doesn't have to tell anyone if she doesn't want to. Tell her most people are wrapped up in their own problems and aren't likely to concern themselves with hers. If anyone does, she can ask them why they are so immature.
