I don't know if you mean you would like to increase your sense of smell, or if you are looking for ways to smell better, or if you would like to know what you can do to have a nice scent around you. It looks like you mean the first one...and I'm not sure. My friend was turned down as an air-force pilot because he had an impaired ability to smell...he later told me it was a genetic condition...and his mother had it. I imagine anything that would increase your breathing might help. There is a product called "Breathe Right" strips you might want to consider. You could also suffer from chronic sinus condition that needs to be cleared up...or perhaps you smoke or are around smokers. Any of these things would make it worse.

Improve the breathing. It helps the sense of smell.
There are many ways to improve breathing. Deep breathing, Pranayama etc.

if it's an anatomical problem, probably nothing, don't think there's any surgery that can repair damaged nerves that sense smell. If you are a cigarette smoker, stop smoking, as it might help with both taste and smell.

it cant be improved...its part of ur genetic structure...you have to live with watever u have in this case...
