First, I'll answer your question about UPromise. If you have credit cards, you can get them registered to get credit for UPromise for whomever you wish. The best way to get all the info, is to go to info@upromise.com. Also, your bank has a program (529) that helps you save for college education. As for buying for an infant and a baby, you'll need to know their weight and what they need most. It's perfectly fine to ask the parents out of curiousity what size their child is wearing now and that you have some things that they might use. Observe your nieces and nephews and see what their interests are (favorite characters). Buy something according to their age interest. Good Luck!

Well, I don't know how people feel about things, but I buy my granddaughter a lot of things (mostly clothes) at yard sales. Most of these clothes are expensive when they are new - but they are only used for a couple of months and are usually real cheap. Yard sales also have a lot of toys and play things for toddlers and such.

Getting things for tiny tots can be sometimes hard. A great idea is to make a simple craft idea book for they carer. Or a box of USEFUL STUFF - like old clothes, bags, jewellery, telephones and household items for a dress-up and pretend day.
