Well, does the person even know that you are interested in them?? Because if not, I would probably start off with "I LIKE YOU." The word LOVE tends to freak people out sometimes. But definitely, I would. What do you have to lose. Go up to them and just say hey I just have to get something off my mind..............I am really interested in you. And take it from there.
I think that there is always the fear of rejection. But that is life, if you don't take the chance you will never know.

Well, true love wouldn't be there unless there was some kind of relationship.
I'm not talking about those people who "Love Brad Pitt" or "LOve Britney Spears" But honest, open feelings of love and respect.
If you had been dating and had fallen in love, sure tell them.
But to see an attractive person in school or on the street, even if its someone you have an aquantence with, no, I wouldnt tell them I loved them because it wouldnt be true.

YES! First off, there will be no ambiguity and they will know up front. Second, it will go a lot longer way with them if you tell them your feelings CLEARLY and to-their-face, rather than slipping them a note or emailing them or doing it over the phone. Later on, you can endulge in all those things.

yes, if i did. But im not inlove with anyone atm.
I even go up to people I dont love (in that way) and say it to them all the time.
There's these punks who live on my block and they all think they are big time player/gangsters and I say it to them all the time.
I'll just be like "hey boyz, you know I love ya, "or "i got all the love in the world for you!"
