Yes this statement could be true! I have three possible explanations.
Timmy traveled near the speed of light slowing down time for him while time passed at the same speed on earth. Timmy returned to earth for his ninth birthday party while being gone less than a year after his seventh.
Timmy is on his eighth birthday when this statement was made.
Timmy moved to another planet where his next birthday there would not occur until he would have been nine here.
