Most are to charge the call box phones for emergencies. Normally a rectangle box on the same post. Others are to power wind gauges, barometers, etc for weather conditions along the freeway. Few are even to power lights on signs at nights in rural areas.

They are just that - solar panels to power a machine.

Sometimes it's obvious and it's attached to something like a 'Slow down' sign.

However, it can sometimes be attached to a sensor that counts cars per hour, a height warning or weight warning further up the road.

It can also power a weather station (situatated off road), and sometimes in remote areas, power emergency phones.

They are solar panels. They do what solar panels do...convert sunlight to electricity. Most of the ones you see charge batteries on remote emergency phones. Some also charge batteries for road sign lights.
