I find it insulting but that might just be because I know a little too much British slang.

It depends how it's intended. In Australia it is often used as a sort of affectionate term. "Come here you little bugger!" etc.

so, as with all these things, context is key. :o)

In my opinion words can only be an insult if the person that delivered them meant them to be so. For instance, if a person is genetically smaller than most people they may find it insulting to be called a midget... but one referring to them may just think that is what they are with that condition, so it was not an insult... you can call someone a little bugger in fondness, and therefore it should not be taken as in insult. If however the person calls you a stupid bugger for stepping in his path, then the word has become an insult.
Moral: You should not take offense unless offense was intended.

I tell you what is irritating is the flood of British-speaking people into American media. I can't watch a show without somebody speaking with a British accent. My least favorite British term is 'wanker' because... what the crap? Is that honestly the best insult you could come up with? Wanker?

But I actually like it when someone says, "Bugger off" like in the movie "About A Boy"

No. Not at all. It's almost an affectionate term here in Australia. Like when a kid does something cheeky someone might say, " ah, ya little bugger", with a smile and it's all good.

You should never get offended by what anyone says. If someone wants to insult you, they must fear you or be in awe of you. So it's cool.

Then you ought to know that "bugger" originally meant a Bulgarian, who, in the bigoted opinion of some people, were supposed to habitually sodomize people.

Obviously, you DON'T know that much Brit slang, otherwise you'd know why this is insulting.

I don't. Of course, my brother in law is the only person who calls me a bugger. I have no idea what it means, but I'm sure it's an insult of sorts. We're American, but when he does this (jokingly, of course) he puts on this totally funny, old lady, falsetto English accent and calls me a filthy bugger. I can't help laughing. :D

Don't know what it means in British slang, but for the rest of us...my Mom used to call me that when I was little. I was never offended by it & she never meant it that way. She would say it when I was being rambunctious.
