Safe programs are any that are not necessary for your system. Some of them are obvious, like real player and quicktime. They don't have to load everytime you turn on your machine. Sometimes you can get rid of them (Windows anyway) by clicking on the Start button, clicking Settings and then going to "Start Menu Programs". Sometimes, though, the programs that are running don't even show up there.
If you hit CONTROL ALT DELETE a window will come up and show you all the programs that are running. You can then click on each and select "end task". A window may or may not pop up. If it does you hit end task again.
There is yet another way to get rid of programs that run but don't show up on the start menu programs thing, but you have to know what you're doing or you'll mess something up.
There's another way to get rid of these programs when you start the computer, but I'm not expert enough to be able to advise. My solution gets rid of them temporarily so the speed improves.
