The only permanent color you will find with blue sheen will be a black, heavy ash. You do NOT want to dye your hair black. The only way you can do this is with a semi or demi permanent color. Hot Topic's colors are better than Manic Panic, they do not wash out as quick AND if you learn to wash your hair less often, use less heat, and wash, condition and rinse with COLD water, it will stay in longer.

i have that with my hair right now and i have dark brown hair too.
i don't know of any permanent blue dye, but if you do it right the semi-permanent dyes last about a month. I use Fudge velvet blue.
Yes, you do have to bleach it. if you add blue dye to dark brown hair it will look jet black with no blue sheen at all. what i did to my hair is just get blonde highlights (at a salon) and then add the blue velvet Fudge at home.
the shade of blue I use is quite dark, so when i put on my hair, the highlights are subtle enough that my hair looks black with a blue sheen. people usually ask if my hair is dyed blue because they can't tell right away, only when the light is right.

Blue is a natural pigment of hair, but it is rarely visible to the eye, so technically speaking for it to be visible you need to remove your won colour then add the blue. The blue you add however is unnatural pigment, so it will tend to come out very fast. Worst it will fade to motly colours. Best advice is to leave it. After 18 years as a technical colourist I have very rarely seen satisfactory results. On top of all that whatever colour you lighten your hair to Will affect the outcome ie if you get it to a golden colour and add blue you will end up greenish (blue & yello makes green). The more you lighten, the more you damage and the lesser chance your hair will have of holding the end colour.

the only way you can do that w/o bleach is to dye it a black tone. its called blueberry or something and garnier sells it....its like black but in the sun it has a blue sheen...pretty cool

you can color your hair blue/black, or use temporary colors like fudge, manic panic, or special effects(sold at hot topic) but there is no permanent blue hair color on the market. all of these will give you the desired effect for about a week......

Not permanently, You can get a cellophane or manic panic and it will have a "blue Hue" It will wash out...
