i have done as400. dont have any experience .my institiuion is also not helping me where shld i go and a help i desparately need a job rt now i already have been 4 yrs back frm my friends pls all as400 employee help me i will definately prove myself pleez give me the chance

Try to attend walk-ins scheduled by Computer companies.
Or search in job sites like Monster etc.
Since you say your institute is not helping you (as mostly they dont do), chat with some your collegues who did AS400 with you. They will show you a route with some changes on your resume.

Join the AIR Force as a systems programmer, 4 years of school,
network manager, help desk, systems purchasing and contracting, programming in a multitude of languages, with actual on hands experience in all areas. Get as many MS certifications as your learning capability will permit, they pay not you!

why don't you offer working for free at a firm which interests you. Let them see your value, and you'll also earn some experience.
Talk with them to make them see the value in this situation and make sure to get that experience letter.
Who knows they may offer you a job on seeing you work exceeding their expectations. If not you can always use that experience to apply for a job elsewhere.
Make friends with networkers like job consultants and such people who can help and tell them about your offer.
