Honestly I have no idea why they do. It drives me nuts also. I work in retail and it amazes me how so many parents can be so careless. The one thing I have learned from my mother is bundle up when its cold. Its one thing I make sure my kids are well dressed for the elements. We get the lovely northeast winds that come down from the Frazier Valley and it takes your breath away. I see so many kids with out jackets when its cold or even worse wearing shorts. Unless your from Alaska when you come down here in the lower 48 you best bundle up. But I to would like to know what these parents are thinking.

I grew up in a town where typical winter weather was several degrees below zero, and better yet, we lived next door to the best sledding hill in town. My mom would always suggest I wear a coat, but I never wanted to. So I would go outside with my sled, and play in the snow.
Within 2 minutes I was freezing my tail off, and would promptly run inside begging my mother to help me find my ski coat, mittens, hat, scarf, boots, and snow suit! Needless to say through this process I learned that coats are always better, but I understood this and will never forget it because I learned it through experience.
I know that this only works when a child is older, and I offer no excuse for those parents you mentioned. It is most unfortunate that they don't know how to appropriately dress their children. But one must keep in mind that perhaps they can't afford to buy winter clothing. To help these such parents you should consider donating your children's winter clothes that they no longer fit in, or if you have no children, you could purchase said articles and do the same with them.
I hope I helped, and the next time you see an inappropriately dressed baby, simply take a deep breath and ask the Father their protection, love, and warmth. God bless you for being such a caring person!

I have come to the conclusion that some people just don't care about their kids welfare!
Kids may be dressed this way in the house and then "poof", mom gets an impulse to go out. Should I change the kids? NO, that might take some effort and cut into my shopping time.
Some moms and dads think that what they have on is good enough or "aww, it ain't that cold out". It is this kind of poison in the gene pool that has given us rising prison populations and greater dropout and unemployment statistics than ever before.

I lived in the Northern Midwest for a number of years and that first winter storm was hard to dress for. Its 75 degrees at noon, the sun is shinning and your invited to a birthday party at five. Do you wear your winter clothes or carry them in a plastic bag on the bus. plus spirits plus the birthday present? Same with moms I think, its hard to get your kids to put on extra clothes when nobody else is wearing them on television. So you have to shop and your kids aren't cooperating, what do you do? If you need something, you throw the kids in the closet and go shopping so the old biddies don't have anything to tsk tsk at. Yeah sure, have a heart if you don't have any sense of what it means to raise the tv generation.

I understand the impulse. How nicely a newborn does in school is many times desperate by ability of the mom and dad and how plenty emphasis they place on training. i ought to assist you already know thoughts... yet it is not the factor. So, as I say, I understand why they're doing it. regardless of if, for the reason that i'm a instructor, I quite clearly understand fairly some instructors myself. i'm reminded, definitely, of a line from the Bible - some thing approximately eyes, motes and beams. i think of it is a alright-intentioned, very undesirable thought.

I've never seen that. What I HAVE seen are people (usually with infants) who are way OVER dressed. It's sad...I really feel for those babies. 80 degrees outside, and I'll see someone at the grocery store with a baby in longsleeve shirt and pants with a blanket over them. WHAT?! Those poor kids must be sweating to death.
