I honestly don't know. I think it's just a sign of courtesy plus the belief that by saying that you're actually helping the person get better. That's a weird social custom. In spanish people say "Salud" (as well as when drinking) and it means "Health".
Sometimes I don't say "Bless you", I even say "Whoa! You got the sniffles!".
I think you have the right not to say anything.

It's not rude. In most countries other than majorly-Christian countries, this statement is meaningless. "God bless you" is simply a statement saying, "God bless you; I hope you're not sick." It means well, but is not necessary to be polite. You don't have to wish your friends a safe flight (or Bon voyage!) before they go on a plane trip to be polite.

Yes you are. Its a common coutesey, either your polite or your politically incorrect. You spend money don't you? Its got God written on it, so if you don't like God, go live in a country where they don't care about having God anywhere, like China, or better yet, Viet Nam.

Well.. it is polite to say but also, it is not a big deal if you did not say it. Most of people won't mind.. specially nowadays, when you never know the religious domination of the person standing next to you!

No it is not rude,,,I say that to my children, now adults....
If you do not it....Say " excuse me, I would like another wording,
or just say...I am blessed, would you mind not saying that!
