Chill the onion for at least 30 minutes before cutting. The sulfuric compounds contained in the onion do not react with the air as quickly when they are cold.
Trim off stem end and peel down to the root end. Leave root end on as long as possible because that is where the sulfur is most heavily concentrated. If possible cut, slice or chop the onion as much as possible before removing the root end.
Additional tear saving tips: (Experiment with these tips and see what works best for you!)
Slice under cold running water.
Peel the onion, cut in half and let soak in water for approximately 10 minutes before cutting.
Light one or two candles in the area you are cutting the onion.
Be sure to use a sharp knife to expose less of the sulfur compounds to the air.
Have a fan blowing the fumes away from you.
Place cutting board on the stove top and slice or chop onions with the exhaust fan running.
Use white distilled vinegar to brush down the cutting board before slicing and chopping onions
Try holding your breath while you are cutting the onion.
Keep your mouth closed while you are slicing or chopping onions.
Use a food processor for chopping.
Wear safety or swim goggles. Glasses and contact lenses may also help.

I have heard you can cut up your onion under water.
But that probably only works if you have a really deep bathtub or a swimming pool.
Acutally, it probably only means you have to put the onion under water in your kitchen sink, then slice it up while you hold it below the water. A bit of water on your onion is not a problem usually, but if it is, that is what paper towels are good for.
Stop crying over it. hehe

I always hold a piece of bread in my mouth while cutting onions. It's not the most fun thing but if you put a big enough peice in you won't smell the onion (smell and taste go hand in hand) and unless you get some in your eyes you shouldn't cry. Squishy bread (like white bread) seems to work best.

Just don't look at the onion when you cut it it only gets in your eye because you are staring right at it you can cut it okay without looking right down at the onion.

I've heard that you should cut them under water but that seems like a bit of a fuss, just make pain your friend and suffer through it :) It does suck. You can also buy those pre chopped frozen onion bits but they are proplably disgusting and may or may not contain actual onion :p

Put the onion in the freezer for just a few minutes. It helps cut the smell down. It doesn't completely eliminate it though. Hope this helps! Good luck and have fun cooking! :)

Try this. It works. Cut the flat part first, peeling down to the point of the onion, then cutting it in one direction only as you slice it.

cut onions under the running tap water in your sink. use a cutting board that fits on your sink, below the faucet. if you do this it will minimize the effect onions have on eyes.
