Unless they've changed the rules, no, not in the barracks. In housing yes, or if you get an off base apartment. The Commanding Officer of the base can alter the rules of the base, so some bases are going to have a few different rules.

I was enlisted, so I always lived with the enlisted in some kind of a barracks. The only pet every saw in the Military was in 1965 at it was a mosquito about the size of a small chicken. Well, you bet we supplied plenty of bodies to chew on as long as it was not any of us. But one day, wouldn't you just know, some Aussies did not show up as planned and our friendly mosquito just smiled and said, "Goodnight meat".
Some worked in the Bomb Dump, so we could get our hands of some comp "C." We know where old fatty got through the wire so we set up trap and took turns on ambush.
About three oclock in the morning when everyone was sound asleep including the guard, old mr buzz came tippy toeing in and saw through the wire and how we had set up the ambush. Having been around a long time and still having some french blood stored somewhere in his fat, he decided to outsmart the ambush trigger.
Well he backed way back all the way to the old five holer sitting within smelling range and then he got a running start. He planned on being long gone before that trigger fired, but the guard was not a alseep as he appear. And as the old buzz backed. The guard took the fuse out and used the trigger himself.
Just as buzz got inside the wire the comp "C" went off with sound of explosion which ignitied the one pound block next to the trigger and the next morning they found nothing but a hole in the ground and a dead misquito.
So, no, no pets.
