Not sure if it's the breed of dog or not, but here are some tricks that might help.
Walk him frequently--at least every 2 to 4 hours or if he acts fidgety. Buy an indoor kennel. If he wets in the house scold him, and put him immediately in the kennel for about 10 minutes. When he starts acting fidgety you can let him out. Also when you leave the house or go to bed put him in the kennel, just make sure to have a bowl of water and some food in it for him. Don't let him out until you get up or come back home.
This is the only thing that worked for my two pomeranians. Both were pretty difficult to house break until I started using this method. I'd scold them for having accidents then put them in the kennel--kind of like a time-out. It takes varying amounts of time to train individual dogs. One of our dogs was completely broken in about a month once we started using the kennel. The other took around a year to be completely house-broken.
Don't give up and be persistent. Use the method EVERY time he has an accident.

Purchase an indoor fence that can completely enclose an area of about 3 square feet. When your puppy uses the bathroom on the floor, trap him and his "duty" inside the fence for about twenty to thirty minutes. Then take him outside until he goes again; make sure you tell him what a good dog he is when he does. He will eventually learn not to do it in the house, because dogs will not go to the bathroom where they sleep. It would help if you could spend a week at home with him as that is about how long it takes to housebreak a dog.

There are cloths that have something on them that draw dogs to them, make them pee on the cloth and nowhere else.After a while try taking the cloth away and replace it with newspaper, but if you don't put paper out and the dog pees on the carpet don't scold the dog, just remember to put it out next time. Reward the dog when it pees on the newspaper and the cloth.

take it outside in the morning as soon as you wake up... when it goes to outside praise it.... when your gone confine to a certain room bathroom the best and cover the floor with newpaper or those pads for a dog and when you first come home take outside and do this like every 30-45 minutes til it learns but like someone says never abuse the dog it will learn in time but if it has a accident show it and say no take outside or where you want the dog to go

I have a mini dachshund :) I used newspaper to train my dog. I think it does take a while for dachshund, but when he goes on the floor rub his nose in it and take him to where you want him to use the potty.

well i have a dachshund too but mines a girl i'd say that your dog is still very young and probably isn't house trained so he's still young it's never to late to train him

I can help you train her. Whenever you think she might go to the bathroom, take her outside to go pee or somewhere. If she pees, let her sniff it and say, "No!" But never abuse the dog. Don't even yell. Then every hour or so, let her outside, or even every 30 to 45 min.

Have him put down. He may stop for a while but he will start up again. He is a bad little dog.
