The main reason is because New Mexico used to be in Mexican Territory until 1912. It is also because it is easier for illegal immigrants to stay in these areas. The further south, it is harder for them to get caught. Their is a major check point south of Alice, TX. The only road that takes people north of the area. This area is fenced for miles and miles as well.

1. It is closer to Mexico and they didn't have to go so far and have people they are comfortable with.
2. It was part of Mexico once and a number of people stayed where they were and had kids.
