There is no restriction on any active duty Army personnel to have a dependant. This includes but is not limited to all Special Forces, Delta and the men of the Ranger Regiment. The only restriction for dependants are those for Cadets at the West Point. They cannot be married.

The only group in the army that I know of that for sure cant are Cadets at West Point. I doubt that having a dependent would exclude you from taking part in certain special ops.

Any Soldier can have dependents, even if they are not married. I have known quite a few young, single soldiers that took on their parents as dependents or had children out of wedlock that they had as dependents.

It's not unusual for the preferred Special Ops soldiers to not have dependents of next-of-kin due to the sensitive nature of their assignments.
If they marry, they become ineligible for specific exercises. It puts a strain on their relationships and it jeopardizes mission security by them "NOT" trying to talk around the subject to them.
