Well, I guess it could be either one. It is a good thing if the person is single and has a soft spot for things like that. It could make someones day a lot brighter.
It is a bad thing if the person is married or in a serious relationship. It is also bad if the person is not ready to hear something like that due to getting out of a bad relationship.
Personally I don't think it is a good idea. Why would you write an anonymous letter confessing your love? What if they think it is someone else writing the letter? Wouldn't that confuse things?

An anonymous confession love letter creates drama and a rush to find out who actually wrote the letter. There is no guarantee of getting the guy/girl in the end and it might even reduce your chances.
What are you trying to gain from this letter? The true love or lots of drama? Decide what you want to get out of it and then you can decide if its a good or bad thing.

Its a bad thing to do. It may make you feel better but its immature. If you love some one you owe it to both of you to stand up, no matter how nervous you are, and tell them. Brace yourself for a yes and brace for a no.
If they say no, nod your head politely thank them and bow out as gracefully as you can. If they say yes, you really should have something else to say so you might work on something that works beside "umm well eeerp um.."
Either way hold your head up and be proud that you made the decision to follow your heart

Bad. It will come out, and you'll look weak... and if she doesn't like you, it will only end badly. My friend did it once in high school. I knew who did it immediately because he had been pining over this girl. So I told her I knew who it was, but wouldn't tell her unless he said it was ok... my other friend overheard part of the conversation and accidentally spilled the beans. She didn't like the guy, so it was awkward and she felt awkward.

From my perspective, it doesn't work. And the other party might never figure out who you are. It's very time-consuming as well.
The solution?
Walk up and engage the other party in a conversation. And see how it goes from there.

it dependson how old are you... if you are less than 13 it´s ok
if you are more than 13...forget it! unless the person you are going to write to is naive and loves love letter...
i wouldnt like it
